Registering Your Place of Residence in Ukraine as a Foreigner: Deadline, Documents, Where to Go
What residence registration is and who needs it
Registering your place of residence (often called "propiska") means entering your address in the register of the local community. It is governed by Law of Ukraine No. 1871-IX on administrative services for registering and recording the place of residence and by the Procedure approved by Cabinet of Ministers Resolution No. 265.
The State Migration Service (DMS) explains that foreigners and stateless persons who legally reside in Ukraine permanently or temporarily — that is, who hold a permanent or temporary residence permit — must register their place of residence. If you work in Ukraine and have received a residence permit (TRC), this applies to you.
For how to get the permit itself, see our guide to the residence permit.
Deadline: 30 calendar days
According to the DMS, a new place of residence must be registered within 30 calendar days after deregistering from the previous declared or registered address and arriving at the new one. If you apply later, the administrative fee is higher and the registration office refers the foreigner to the local DMS unit to decide on administrative liability.
Practical tip: as soon as you receive your permit or move to a new address, plan the registration — don't leave it to the last week.
Where to apply
Registration is carried out by the registration body — the executive body of the village, town or city council. In practice, documents are most often submitted through the Administrative Services Centre (CNAP) at your place of residence. Check opening hours and whether you need an appointment on your local CNAP website.
Documents to prepare
The CNAP will give you the exact list, but usually you need:
- an application for registration (filled in on the spot);
- your passport;
- a certified Ukrainian translation of the passport page with your personal data — see our article on notarised translation of documents;
- your permanent or temporary residence permit;
- a document confirming your right to live in the property (for example, a lease) or the owner's consent;
- proof of payment of the administrative fee.
If your employer rents the accommodation for you, agree in advance who collects the documents and whether the owner has agreed to the registration.
What to know about renting
The DMS stresses that registration or deregistration does not by itself grant or take away a right to the housing. If you live under a lease, the owner's request to deregister you is considered after the lease ends or is terminated. In other words, registration records your address; your rights as a tenant are set by the lease.
Why it matters in practice
A registered address is part of your "paper profile" in Ukraine. You will need it, for example, when exchanging or renewing your residence permit: the document package includes an extract from the community register (if available). Your address also comes up in banking, tax and medical matters — see our articles on the tax number for foreigners and opening a bank account.
If you move or lose documents
- Moving house. The 30-day rule applies again — register your new address.
- A new residence permit. Check whether register data needs updating after the document is exchanged.
- Lost passport or permit. Restore your documents first — the procedure is described in what to do if you lose your passport or residence permit.
