What a work permit in Ukraine actually is

A work permit is the official document that gives a foreigner the right to legally work for a specific Ukrainian employer in a specific role. It's a permit to employ a foreigner, not a personal document belonging to the worker — it's tied to the "employer + role" pair. Without it, employing a foreign national in Ukraine is a breach of migration and labour law, regardless of whether the candidate holds a visa.

If a foreigner changes employer or role, a new permit generally has to be issued for the new position — the old one doesn't carry over automatically.

Who files the application — the worker or the employer

By law, the employer is the applicant: the Ukrainian company files with the State Employment Service and is responsible for the filing being correct. The candidate provides a package of personal documents, and the process usually runs in parallel with a type D work visa — see Type D Work Visa.

What documents are usually needed

The basic package includes the candidate's passport, education and qualification documents (apostilled and translated where required), a draft employment contract, and the employer's documents proving the right to hire a foreigner for that vacancy. The exact list depends on the industry, role, and the candidate's citizenship, so we confirm it individually on consultation — this saves time and lowers the risk of a rejection over an incomplete package.

Processing time is set by law and can vary depending on how busy the local employment authority is. Cost is also individual — it depends on the role, industry, and scope of support. We confirm estimated timelines and cost at the consultation stage, before work on the application begins, so both employer and candidate have a clear picture of the process.

What happens after the permit is issued

A work permit is only one of the documents needed for full legalization. Alongside it, or shortly after, a Temporary Residence Card (TRC) is usually issued, confirming lawful stay in Ukraine — see Temporary Residence Card (TRC).
